Prime Minister Shinzo Abe held the 6th meeting in 2015 of the Council on Economic and Fiscal Policy at the Prime Minister's Office.
At the meeting, there was a discussion on “an outline of the various issues involved in setting a plan for achieving both economic revitalization and fiscal soundness,” “towards formulating a plan for achieving both economic revitalization and fiscal soundness (social infrastructure development)”, and “the national spatial plan.”

Based on the discussion, the Prime Minister said,

“Today, we have been given an outline of the issues in each area, in order to focus our priorities on working towards “comprehensive economic and fiscal reform.” In every area, in order to realize expenditure control while maintaining economic revitalization and the necessary public services, it is essential to advance both incentive-based reforms and the industrialization of the public sector. To this end, I would like to strongly advance thoroughgoing efforts to make the current conditions, costs, and policy effectiveness in relation to public services much more visible, and request your cooperation in achieving this.  

In regard to social infrastructure development, we must also exert our maximum efforts towards achieving both economic revitalization and expenditure control, by boldly incorporating the vitality of the private sector and systematically advancing greater efficiency, including at the management level.
In order to intensify selection and areas of concentration, I would like the Minister of Land, Infrastructure, Transport and Tourism to clarify the priorities and their timeframes in the Priority Plan for Social Infrastructure Development and others. Also, I would like to dramatically advance the PPP, PFI, and other matters.

Moreover, I would like the relevant ministers to deepen discussions on the planned concentration and reduction of public facilities, the effective utilization of public stocks, and other matters, taking today’s discussion into account.
I would like to request your continued vigorous discussions towards the formulation of the 2015 Basic Policies. Thank you very much”
