Japan-Kyrgyz Summit Meeting (Summary)

On December 20, Ms. TAKAICHI Sanae, Prime Minister of Japan, held a Summit Meeting with H.E. Mr. Sadyr ZHAPAROV, President of the Kyrgyz Republic, who is paying a visit to Japan to attend the Summit of "Central Asia plus Japan" Dialogue (CA+JAD). At the beginning of the meeting, the two leaders presented the “Joint Statement on Further Development of Relations between Japan and the Kyrgyz Republic to Co-create Mutually Beneficial Cooperation.” In addition, on the occasion of the visit of President Zhaparov to Japan, public and private cooperation documents and projects were prepared. The overview of the meeting is as follows:
 
1. Introduction
(1) Prime Minister TAKAICHI welcomed the first visit of President Zhaparov to Japan in two years, and stated that she would like to closely work together to deepen relations with the Kyrgyz Republic as comprehensive partners in maintaining and strengthening a free and open international order based on the rule of law.
(2) In response, President Zhaparov expressed his desire to further strengthen bilateral relations between the two countries.
 
2. Bilateral Relations
(1) The two leaders concurred on cooperation in various fields to foster more mutually beneficial development in bilateral relations.
(2) Prime Minister TAKAICHI welcomed the signing of the Agreement between Japan and the Kyrgyz Republic for the Elimination of Double Taxation with respect to Taxes on Income and the Prevention of Tax Evasion and Avoidance, the progress on the Joint Crediting Mechanism (JCM) and the establishment of an Intergovernmental Commission on Trade, Economy, Culture and Human Exchange Between the Government of Japan and the Cabinet of Ministers of the Kyrgyz Republic. Prime Minister TAKAICHI also welcomed the progress being made in such cooperation projects as the reconstruction of the Naryn river bridge on the international arterial road connected with “Trans-Caspian International Transport Route,” improvement of medical equipment and the "One Village One Product (OVOP)" movement.
(3) In response, President Zhaparov stated that he welcomes the progress of concrete cooperation in such areas as socioeconomic development, human resources development and the electric power sector.
(4) The two leaders confirmed their commitment to further expanding and developing the friendly and comprehensive partnership relations between the two countries.

3. Regional Situation and Cooperation in the international arena
(1) The two leaders discussed the regional situation, and concurred that they would continue to cooperate.
(2) The two leaders confirmed that they would continue to work closely together in the international arena.
