Council for Japan’s Growth Strategy

On November 10, 2025, Prime Minister Takaichi held the first meeting of the Council for Japan’s Growth Strategy at the Prime Minister’s Office.
At the meeting, the participants engaged in discussions on the management of the Council, the promotion of investment through public–private partnerships, and the draft priority measures to be included in the Comprehensive Economic Measures.
Following the discussion, the Prime Minister said:
“At the Council for Japan’s Growth Strategy newly established under the Headquarters for Japan’s Growth Strategy, concrete discussions were held toward the formulation of a growth strategy. Going forward, I ask that you advance the discussions with bold ideas, without being bound by existing frameworks. First, I would like to express my appreciation to all those who have assumed their posts as Council members despite your busy schedules, and to the enterprises that cooperated with us in today’s hearing.
I also extend my deep gratitude for swiftly compiling priority measures to be included in the Comprehensive Economic Measures.
Fundamentally reinforcing the supply structure requires, above all, measures that newly create and expand demand, such as incorporating government procurement, including in the area of defense, and regulatory reforms. Moreover, measures to enhance the predictability of investments, including multi-year budget commitments, are necessary to further encourage private-sector investment.
I understand that the priority measures include initiatives that will stimulate such investments; therefore, it is necessary to ensure they are fully incorporated into the Comprehensive Economic Measures and put into action.
I request that the relevant ministers present here today strive to secure supplementary budgets and realize the tax systems necessary for the measures outlined here, while immediately implementing those that can be put into action without waiting for the formulation of this economic package.
I sincerely ask the expert members for your further cooperation and effort toward compilation of the growth strategy next summer. Thank you very much for today.”
