Ministerial Council on the Acceptance of Foreign Nationals and the Realization of a Society of Well-Ordered and Harmonious Coexistence

On November 4, 2025, Prime Minister Takaichi attended the first meeting of the Ministerial Council on the Acceptance of Foreign Nationals and the Realization of a Society of Well-Ordered and Harmonious Coexistence at the Prime Minister’s Office.
At the meeting, the participants engaged in discussions on a system toward the acceptance of foreign nationals and the realization of a society of well-ordered and harmonious coexistence as well as the direction of future deliberations.
Following the discussion, the Prime Minister said:
“Thank you very much for all your hard work. Amidst the labor shortage that has accompanied our population decline, it is a fact that there are sectors in which foreign nationals are necessary as human resources. Inbound tourism is also very important for Japan.
That said, it is also the case that a situation is now arising in which Japanese nationals are feeling unease or injustice in response to illegal activities or deviations from the rules by a subset of foreign nationals in Japan.
We must not create circumstances where foreign nationals who live by the rules find it uncomfortable to reside in Japan.
We draw a clear line against xenophobia. However, the Government will stand firm in responding to such activities.
In our efforts to realize a society of well-ordered and harmonious coexistence with foreign nationals, I ask the relevant ministers firstly to push ahead with initiatives to ensure compliance with existing rules and proper operation of various systems and secondly to proceed with initiatives toward appropriate use and management of land, including how we should set our rules governing land acquisition and other matters.
As details are as shown in the materials in front of you, there are plenty of tasks for each minister to undertake.
I request that the newly appointed Minister in charge of a Society of Well-Ordered and Harmonious Coexistence with Foreign Nationals work closely with the relevant ministers to take into account the actual situation and other factors and tirelessly strengthen efforts.
I ask each minister to implement feasible measures one by one and advance discussions with a sense of speed, so that we can present a basic policy and direction of initiatives in the ‘Comprehensive Response Package’ to be revised at the council around January next year. That is all from me.”
