[Provisional translation]

On November 2, 2025, Prime Minister Takaichi attended the groundbreaking ceremony for the National Government Exhibition for GREEN×EXPO 2027 (International Horticultural Expo 2027, Yokohama, Japan) held in the City of Yokohama, Kanagawa Prefecture and delivered an address.
The Prime Minister said in her address:
“Good afternoon, ladies and gentlemen. I am TAKAICHI Sanae. First of all, I would like to express my heartfelt appreciation to all the distinguished guests and all those concerned for attending the groundbreaking ceremony for the National Government Exhibition for GREEN×EXPO 2027.
Building on the momentum of the Osaka-Kansai Expo, which concluded three weeks ago, the international horticultural expo “GREEN×EXPO 2027” will open here in Kamiseya, Yokohama in March 2027. November 4, the day after tomorrow, will mark 500 days to the opening. On this occasion, His Imperial Highness Crown Prince Akishino will assume the position of Honorary President. It is my great pleasure to announce this joyous news to you all today.
The previous international horticultural expo (in Japan), or the International Garden and Greenery Exposition, Osaka, Japan, 1990, advanced the theme of the ‘Harmonious Coexistence between Nature and Humankind,’ which served as an opportunity to turn our attention to contemporary issues. Today, climate change, biodiversity loss, food shortages, and other planetary boundary issues are directly affecting our daily lives. As an opportunity to confront these challenges head-on and to show the world Japan’s commitment to helping realize a sustainable society, this international horticultural expo has adopted the theme, ‘Scenery of the Future for Happiness’. The National Government Exhibition is an exhibit that focuses on the very core of this theme.
In cooperation with relevant municipalities and the business community, we will conduct government-wide efforts to advance preparations and build momentum. We will do our utmost so that the expo will be memorable for people both in Japan and abroad.
In closing, I extend my deepest gratitude to all those concerned for their efforts up until today’s groundbreaking ceremony, and express my sincere hope that GREEN×EXPO 2027 will bring a happy future to you all. Thank you for today, and let’s work hard together in going forward.”
