Ministerial Council on Acceptance and Inclusion of Foreign Human Resources

On June 6, 2025, Prime Minister Ishiba attended the 22nd meeting of the Ministerial Council on Acceptance and Inclusion of Foreign Human Resources at the Prime Minister’s Office.
At the meeting, the participants engaged in discussions on the Roadmap for the Realization of a Society of Harmonious Coexistence with Foreign Nationals and the Comprehensive Measures for Acceptance and Coexistence of Foreign Nationals.
Following the discussion, the Prime Minister said:
“In today’s meeting, we approved a partially revised ‘Roadmap for the Realization of a Society of Harmonious Coexistence with Foreign Nationals’ and the ‘Comprehensive Measures’ that present programs to be carried out in the current fiscal year. I ask the relevant ministers to steadily implement various measures for the acceptance of foreign human resources and the realization of a society of harmonious coexistence.
As Japan transitions to a growth-oriented economy, it is essential to tap into the vitality of foreign nationals. However, with a recent increase in the number of foreign workers, tourists, and others, we have witnessed incidents of crimes, public nuisances, inappropriate use of various systems, and other forms of misbehavior, causing concerns among the citizens.
It is a matter of course to pay consideration to the human rights of foreign nationals and to provide them with necessary support so that they will not be isolated in Japan; however, it is also necessary to boldly review Japanese systems if they fail to dispel the concerns of the people because they are not adapted to the globalization of our society, in addition to strictly dealing with those who do not follow the rules.
Yesterday, I received a proposal from the Liberal Democratic Party regarding the realization of a society of orderly and harmonious coexistence with foreign nationals based on such awareness of the issue. The Government, on its part, will take this proposal into account and advance various initiatives, including further optimization of immigration and residency management.
Moreover, we will expand the structure of this Ministerial Council to reinforce its function as the command and control tower to comprehensively advance wide-ranging programs as well as establish a secretariat organ within Cabinet Secretariat with a view to formulating a government-wide action policy.
I request the relevant ministers to collaborate with each other to conduct examinations and reviews of systems and policies as well as steadily proceed with necessary measures, so that we can realize a society of orderly and harmonious coexistence with foreign nationals.”
