Signing of the Accord on Support for Ukraine and Cooperation between the Government of Japan and Ukraine (Summary)

1. On June 13 (local time), Mr. KISHIDA Fumio, Prime Minister of Japan, during his visit to Italy to attend the G7 Puglia Summit, held a meeting with H.E. Mr. Volodymyr ZELENSKYY, President of Ukraine, and signed the “Accord on Support for Ukraine and Cooperation between the Government of Japan and Ukraine (“Japan-Ukraine Support and Cooperation Accord”)” at the outset of the meeting.

2. Based on the “Joint Declaration of Support for Ukraine” issued by the G7 leaders and the Ukraine’s President Zelenskyy on the occasion of the NATO Summit in July 2023, Japan conducted negotiations since October last year to highlight Japan’s enduring support for Ukraine, and today led to the signing of the “Japan-Ukraine Support and Cooperation Accord” by the two leaders.

3. The “Japan-Ukraine Support and Cooperation Accord” clarifys the areas of support, cooperation and others, including security and defence, humanitarian support and recovery and reconstruction, in accordance with Japan’s constitutional and legal requirements and regulations. Through the signing of the Accord by the two leaders, Japan has powerfully demonstrated its commitment to support for Ukraine and cooperation to Ukraine as well as to the international community. Japan has demonstrated again that the Ukraine issue is an issue of the entire international community by signing the document based on the “Joint Declaration of Support for Ukraine” as the first non-Atlantic country to do so.
