Japan-Libya Summit Video Conference Meeting

On August 27, commencing at 7:55 p.m. (Japan Time) for approximately 20 minutes, Mr. Kishida Fumio, Prime Minister of Japan, held a video conference with H.E. Mr. Mohammad Younes Menfi, President of the Presidential Council of Libya, who is visiting Tunisia to attend TICAD8. The overview is as follows:
 
1. At the outset, Prime Minister Kishida told President of the Presidential Council Menfi his regret for not being able to participate in the meeting in person, but that he hoped to lead TICAD8 to a success with the cooperation of President Menfi. Then thanking President Menfi for his participation in TICAD 8, Prime Minister Kishida also stated that stability in Libya is essential for the stability and development of the Middle East and African region, and Japan supports the process of inclusive political dialogue among all Libyans, and will continue to support Libya's nation building efforts through such as the programme of human resource development. In response, President Menfi expressed his strong desire to reinvigorate bilateral relations and cooperation with Japan, together with his expectations for business activities of Japanese companies in Libya. The two leaders agreed to cooperate for the success of TICAD process.
 
2. Prime Minister Kishida then stated that Russia's aggression against Ukraine shakes the very foundations of the international order and that it is essential for the international community to cooperate in their response. Prime Minister Kishida also stated the importance of transparency and fairness of development finance and the two leaders confirmed to cooperate with each other.
 
3. Furthermore, the two leaders shared the view to continue to work together in dealing with North Korea, including on the nuclear, missile, and abductions issues. Also, they shared the view to work together in responding to regional and international issues, such as strengthening of the functions of the United Nations as a whole, including Security Council reform. They also confirmed to coordinate to maintain and strengthen the NPT regime following the recent NPT Review Conference.
