Prime Minister Kishida's attendance at the Second Global COVID-19 Summit

On May 12, commencing at around 10:00 p.m. (Japan time), Prime Minister Fumio Kishida attended the Second Global COVID-19 Summit in a video-message format.
1. At the outset, President Biden stated that the world is at a new stage in fighting this pandemic, and need to accelerate concrete efforts in each country and community to promote vaccination, and expand access globally to tests and treatments. He also pointed out the necessity to strengthen preparedness for the next health crisis including establishment of a new Pandemic Preparedness and Global Health Security fund at the World Bank.
2. Prime Minister Kishida introduced Japan’s contributions to the Global Action Plan, particularly to the pillar of “Get Shots in Arms”, and other efforts including Japan’s financial contribution to COVAX and CEPI, dose donations, "Last One Mile Support,” which strengthens transportation and vaccination capacities, as well as its commitment to foster local production capacity for pharmaceuticals and medical products in Africa. Moreover, he announced Japan’s intention to steadfastly implement assistance to developing countries in response to COVID-19 totaling approximately 5 billion USD.
3. Prime Minister Kishida also mentioned that Japan will actively contribute to strengthen the global health architecture to enhance prevention, preparedness and response to future pandemics in order to foster greater health security, and support the establishment of a financial mechanism and further promotion of mobilization of domestic funds in developing countries. He then stressed that Japan will be actively engaged in working to reform the WHO, develop a new international instrument on pandemic prevention, preparedness and response, and amend the International Health Regulations, and continue to lead international efforts to achieve universal health coverage (UHC).
4. Ambassador Greenfield, U.S. Ambassador to the United Nations, who served as the moderator of the opening session, highlighted the importance of UHC, and expressed gratitude to Japan’s long-standing leadership in the field of global health and its significant contribution to COVID-19 related support.

The Summit was attended by the leaders and foreign ministers of the U.S., Germany, Indonesia, Belize, Senegal and other countries, representatives of international and regional organizations including WHO, the European Union and the African Union, as well as representatives of the private sector and civil society.
