Opening Statement by Chief Cabinet Secretary Suga
CHIEF CABINET SECRETARY SUGA: I would like to give an overview of the Cabinet meeting. The meeting approved 23 general and other measures, and personnel decisions.
Prior to the Cabinet meeting, a meeting of the Headquarters for Promotion of Measures Against Transnational Organized Crime and Other Relative Issues and International Terrorism was held. In light of the recent incident in which two Japanese nationals were murdered, the members of the headquarters reaffirmed that the threat that terrorism poses to Japan is a real one. Furthermore, the members reaffirmed that we will prevent acts of terror against Japan before they occur, discuss with the relevant ministries and agencies measures to ensure the security of Japanese nationals abroad, and exert maximum efforts in close collaboration with the relevant ministries and agencies, based on our determination to never allow inhumane and despicable acts of terrorism to occur.

I understand that at the meeting you gave instructions to enhance measures against terrorism and ensure their thoroughness. If any decisions were agreed upon in the meeting could you please share them with us?
CHIEF CABINET SECRETARY SUGA: First of all, during today’s meeting, discussions mainly concerned issuing alerts through local Japanese embassies to Japanese nationals living abroad to ensure their security, collecting information and enhancing analytical capabilities as measures to prevent acts of terror before they occur, and conducting thorough measures at Japan’s borders. The Japanese Government will continually review these measures to account for any changes in the situation that may occur, and make concerted and utmost efforts to prevent acts of terror before they occur.
