Outline of the Basic Plan regarding Response Measures
Based on the Anti-Terrorism Special Measures Law

(November 16, 2001)




1. Basic Policy

The attacks by the terrorists which occurred on September 11 in the United States are unforgivable acts against all humankind. In response to this, all nations in the world are joining their hands to tackle the issue together.

It is important also for Japan to recognize the fight against terrorism as a challenge to itself, and to extend as much support and cooperation as possible within the scope of the Constitution, based upon the standpoint that Japan should contribute to the efforts on its own initiative.

2. Details regarding Implementation of Cooperation and Support Activities

(1) Categories and contents of cooperation and support activities (a) Supply (supply of fuel for ships and others which will be conducted by ships)
(b) Transportation (transportation of fuel for ships and others which will be conducted by ships and transportation of personnel and goods which will be conducted by aircraft)
(c) Others (repair and maintenance, medical activities, and (domestic) sea port services)

(2) Details regarding the range of areas in which cooperation and support activities will be conducted

(a) Supply and transportation by ships (i) The territory of Japan
(ii) The Indian Ocean (including the Gulf)
(iii) Diego Garcia Island of the United Kingdom, the territory of Australia
(iv) The territories of countries located on the coast of the Indian Ocean as well as the territories of countries along the routes from the territory of Japan to the coast of the Indian Ocean which contain points of passage or points where fuel and others will be loaded and/or unloaded.
(v) The sea areas in which the ships will pass when navigating between two points belonging to the areas stipulated in (i), (ii), (iii) and (iv)

(b)Transportation by aircraft

(i) The territory of Japan
(ii) Guam Island of the United States, Diego Garcia Island of the United Kingdom
(iii) The territories of countries located on the coast of the Indian Ocean as well as the territories of countries along the routes from the territory of Japan to the coast of the Indian Ocean, which contain points of passage or points where personnel or goods will be loaded and/or unloaded.
(iv) The air space in which aircraft will pass when navigating between two points belonging to the areas stipulated in (i), (ii) and (iii)

(c) Others

(i) Repair and maintenance activities
The territory of Japan, the sea areas in which supply and transportation by ship will be conducted and points of passage and/or points where personnel or goods will be loaded or unloaded by aircraft.
(ii) Medical activities
The territory of Japan and the sea areas in which supply and transportation by ship will be conducted.
(iii) Sea port services
The territory of Japan

(3) Self-Defense Forces which conduct cooperation and support activities in the territories of foreign countries

(a) Size and composition (i) Supply and transportation by ships
Units of supply support ships and escort ships
(ii) Transportation by aircraft
Units of transport aircraft and multi-purpose support aircraft

(b) Equipment

(i) Ships
Supply support ships and escort ships
(ii) Aircraft
Transport aircraft and multi-purpose support aircraft

(4) Duration of dispatch

Six months

(5) Important points regarding procurement and provision of goods to the forces of foreign countries and others

The Government shall procure fuel for ships and provide it to the forces and others of the United States and other countries.

3. Details regarding implementation of search and rescue activities

When the Self-Defense Forces units and others conducting the cooperation and support activities or the assistance to the affected people have found combatants in distress, or have received a request from the United States or others for the search and rescue of such persons in distress, they shall conduct search and rescue activities. The areas for the implementation of the search and rescue activities shall cover the areas in which the cooperation and support activities will be conducted as well as the areas in which assistance to the affected people will be conducted.

4. Details regarding implementation of assistance to the affected people

(1) Basic points regarding assistance to the affected people
In refugee camps in the territory of Pakistan, the Office for the UN High Commissioner for Refugees (UNHCR) and other institutions for humanitarian assistance have been carrying out assistance activities. In view of these situations, Japan will extend assistance to the affected people.
As for measures in Pakistan to assist the affected people such as medical assistance, after the consultation and coordination with Pakistan, the United Nations and others, specific research and studies should be conducted as soon as possible with a view to making effort to realize implementation by relevant government agencies.
As for measures to assist the affected people in countries surrounding Afghanistan other than Pakistan, actions will be taken on the basis of close observation of the subsequent development of the situations.

(2) Categories and contents of assistance to the affected people
Provision of daily necessities to the UNHCR, based on the request from the UNHCR

(3) The scope of areas in which assistance to the affected people will be conducted

(a) The territory of Japan
(b) The territory of Pakistan
(c) The territories of countries located on the coast of the Indian Ocean as well as the territories of countries along the routes from the territory of Japan to the coast of the Indian Ocean, which contain points of passage.
(d) The sea areas in which the ships pass when navigating between two points belonging to the areas stipulated in (a) ,(b) and (c) above.

(4) Self-Defence Forces units which conducts the assistance to the affected people
Units of a minesweeper tender and an escort ship

(5) Duration of dispatch
Approximately one and a half month
