Joint Press Statement on the Clean Development Mechanism (CDM) between Japan and the Federative Republic of Brazil

Tokyo, May 26,2005

The Prime Minister of Japan, Junichiro Koizumi, and the President of the Federative Republic of Brazil, Luiz Inacio Lula da Silva reaffirmed the following points on the Clean Development Mechanism (CDM) as an innovative instrument for cooperation between Japan and Brazil;

1. With the entry into force of the Kyoto Protocol of the United Nations Framework Convention on Climate Change (UNFCCC) on February 16th, 2005, the international community has entered into a significant phase towards global warming mitigation.

2. The CDM of the Kyoto Protocol has now therefore become an active instrument that stimulates cooperation between developed and developing countries in their efforts against climate change. CDM projects activities will assist developing countries in achieving sustainable development and in contributing to the ultimate objective of the UNFCCC, while assisting developed countries in achieving compliance with their quantified emission limitation and reduction commitments.

3. Japan and Brazil have played a significant role in the multilateral negotiations of on the international climate change regime. The CDM is an evolution of an idea originally presented by Brazil in Kyoto, in 1997. The Japanese leadership among developed countries is widely recognized, in light of both its policies and strong contributions to technological advancement.

4. Both countries are convinced of the potential of CDM in areas such as Biomass, Energy Efficiency, Transport and Waste Management, among others. In this context, the exchange of information is a decisive element in the pursuit of the common goal of improving and expanding the CDM and its project activities.

5. Modalities and procedures for the CDM have been negotiated and the challenge is now to fully tap the potential offered by the mechanism. In this context, Both Leaders welcome the establishment of a Working Group among the ministries concerned of Japan, Brazil and other parties of the Kyoto Protocol with the participation of experts in the areas of energy, environment and social development to discuss the facilitation of the preparation of methodologies of CDM projects and express their intention to support the Working Group. Brazil and Japan have strong intentions to move on to the implementation of the Clean Development Mechanism of the Kyoto Protocol.
