Statement by Prime Minister Junichiro Koizumi Concerning the Enactment of the Three Laws Regarding Response to Armed Attacks


June 6, 2003


P Today the Three Laws Regarding Response to Armed Attacks were enacted.
Security of the nation and its people is the basis of the nation's existence and the establishment of the legal structure for security has been a longstanding pending issue. Since the submission of the bills to the Diet in April 2002, vigorous discussion has been taken place in both Houses of the Diet. It is of the utmost significance that these bills became law based on broad agreement between the ruling and opposition parties.
I would like to extend my appreciation to all the people concerned for their efforts.

Q The enactment of these laws has established basis for a system to respond to emergency situations, which is the most important responsibility of the government.
In the years to come, the government will swiftly move to work on the establishment of related legislation to protect the people of Japan as a top priority. Moreover, the Government will also develop legal systems necessary for the facilitation of the U.S. Forces and construct a quick and accurate preparedness against various emergencies such as unidentified armed vessels and large-scale terrorism.

R In order to ensure the peace and security of the nation, it is extremely important that our nation should make full efforts for global peace and stability and formulate thoroughgoing measures for emergencies which the nation might face, under the principles of pacifism and international cooperation. With these beliefs, the Government will continue to expend all efforts on building a nation in which people can live in peace.
I would sincerely appreciate the understanding and support of the people of Japan.
