Emergency Response Measures

In light of the attacks undertaken by the United States of America and others, the following measures shall be taken in order for Japan to cooperate to the fullest extent possible and to ensure the security of the people of Japan.

  1. Enhancing security measures in order to ensure the safety of the people in Japan.
    • Enhance immigration control inspection and ensure thorough supervision to prevent smuggling.
    • Strengthen efforts to obtain terrorism related information and international cooperation.
    • Thoroughly strengthen safety system and security measures at the airport to prevent hijacking and other incidents.
    • Strengthen response to NBC terrorism and other acts.
    • Reinforce the security of important facilities in Japan and other relevant facilities including those of the United States.
    • Reinforce checks of flight plans on the occasion of submission including small aircraft and thoroughly enforce self-restraints on flying in the air space above US military facilities.
    • Enhance voluntary security measures by maritime transport companies and enhance vigilance for suspicious articles.
    • Enhance and thoroughly implement customs inspections systems.

  2. Ensuring the security of Japanese nationals overseas and evacuations assistance. Particularly for the Islamic Republic of Pakistan and surrounding nations the following measures will be taken:
    • Maintain the system for communicating with Japanese nationals overseas.
    • Make the necessary preparations for sudden developments on the ground and maintain the situation allowing for immediate implementation of evacuation plans if necessary, for the time being. In the event that the circumstances on the ground worsen the evacuation plans will be immediately implemented.
    • Smoothly implement the necessary procedures to ensure the repatriation of Japanese nationals.

    At all overseas diplomatic establishments, based on the developments in the situation, warnings will continue to be issued to Japanese nationals overseas (Following the initiation of air strikes by the United States and others information from Overseas Security Information Centers has already been issued).

    • Continue efforts to reconfirm the crisis control and support structure for Japanese nationals in all countries.
    • Cease travel to areas with a high level of danger.

  3. Working to enact the Anti-Terrorism Special Measures Bill and other assistance legislation as soon as possible.

  4. Preparing for implementation of refugee assistance and humanitarian, economic and other assistance to those affected countries. If deemed necessary these will be promptly implemented.

  5. Strengthening efforts to enhance systems to monitor terrorist funds by taking measures to respond to United Nations Security Council resolutions on freezing the capital and assets of terrorists and making use of money laundering monitoring systems, in order to cut off terrorist funding.

  6. Implementing the following measures in cooperation with relevant nations in order to ensure the stability of the economic system of Japan and the world from the threat of terrorism:
    • Monitor trends in financial markets and market trends and supply levels of crude oil, foodstuffs and other materials.
    • Ensure stability in foreign currency markets and ensure liquidity in Japan.
    • Regarding crude oil, maintain close contact with the relevant nations and, if necessary, take the appropriate measures to ensure a stable supply.

  7. Expeditiously and accurately providing necessary information to the people in Japan.
