On the second floor, next to the Grand Hall, is the Small Hall. Compared with the splendor of the Grand Hall, the Small Hall creates an atmosphere of simple Japanese beauty.

The carpet, which combines the calming green and yellow colors of a rice ear, and the plaster walls, patterned with motifs of Japanese pampas grass, are associated with the primordial scenery of Japan. In contrast with the Grand Hall, which exudes the splendid image of spring with its cherry blossoms, the Small Hall coheres to the relaxed atmosphere of autumn.

The cedar, used in making the ceiling and the walls, is processed with the traditional Japanese polishing technique uzukuri, in which the white growth rings are rasped away and the rich brown of the wood is emphasized. The Small Hall exudes an atmosphere typical of traditional Japanese architecture. Furthermore, when the South Garden is completed, the glassed wall of the Small Hall will allow one to enjoy an atmosphere of harmony with nature.

The Small Hall is used for various meetings such as Senior Vice Minister Meetings and Administrative Vice Minister-Level Meetings. Its floor space is only about 200 square meters, but the movable wall allows the size of the room to be adjusted and creates a multipurpose space.
