REPORTER: On a different topic, I have a question about Japan-Russia relations. Today the Japan-Russia Strategic Dialogue is due to begin shortly in Moscow at the vice-minister level. What are the Government’s expectations for this dialogue, in view of the upcoming visit of President Putin to Japan at the end of the year?

CHIEF CABINET SECRETARY SUGA: Firstly, the Japan-Russia Strategic Dialogue is a forum for engaging in comprehensive communication between diplomatic authorities. Therefore, the Government anticipates that the dialogue will cover a broad range of issues, including international issues of strategic interest to both Japan and Russia, including North Korea and Syria, and also bilateral matters.

REPORTER: Is it expected that the agenda for the meeting will include consultations on the Northern Territories, which is an important issue for both sides?

CHIEF CABINET SECRETARY SUGA: In any event, I would expect that the matter of the conclusion of a peace treaty will be covered in the course of discussions on bilateral relations. However, as this dialogue is not for the specific purpose of negotiations on a peace treaty it is not expected that the matter will be covered in depth. My view is that ahead of the visit to Japan by President Putin the dialogue will provide an opportunity for vigorous discussions on various issues, including political matters, such as the issue of the conclusion of a peace treaty, and also economic matters.
