Opening Statement by Chief Cabinet Secretary Suga

I would like to give an overview of the Cabinet meeting. The meeting approved 28 measures for submission to the Diet, as well as cabinet orders and personnel decisions.

Next, I would like to report about the appointment of a Special Advisor. As of today former Vice-Minister for Internal Affairs and Communications Takatoshi Matsuda has been appointed as Special Advisor to the Chief Cabinet Secretary. Given Mr. Matsuda’s wide-range of knowledge and experience concerning administrative reform, including reform of central government ministries and agencies, it was decided that he would be placed in charge of important matters relating to the review of operations of the Cabinet Office.

Today, the National Center of Incident Readiness and Strategy for Cybersecurity was established in the Cabinet Secretariat, coinciding with the entry into force of the Basic Act on Cyber Security. Assistant Chief Cabinet Secretary Takamizawa has been appointed as head of the center. A ceremony to mark the establishment of the center will be held this afternoon.

Today, prior to the Cabinet meeting the ninth meeting of the Strategic Headquarters for Space Development was held, at which the new Basic Plan for Space Policy was decided. The new Basic Plan for Space Policy is a long-term and concrete plan fully based on the new security policies of the Abe administration. We will steadily implement the plan and firmly advance space policies.
