Press Conference by the Chief Cabinet Secretary (Excerpt)

[Provisional Translation]

Q&As

  • The court case on Japan's scientific research whaling in the Antarctic Ocean at the ICJ

(Abridged)

REPORTER: Yesterday the court case on Japan's scientific research whaling in the Antarctic Ocean began at the International Court of Justice. How will the Government present its argument to prove that the whaling by Japan is for scientific research purposes?

CHIEF CABINET SECRETARY SUGA: I believe that during oral proceedings we will thoroughly assert that Japan's research whaling is legal scientific research conducted in compliance with Article 8 of the International Convention for the Regulation of Whaling.

REPORTER: I understand that this court hearing presents a difficult situation for Japan, because, for instance, most of the judges are from anti-whaling countries. What do you believe are the chances of Japan gaining a positive outcome from this hearing?

CHIEF CABINET SECRETARY SUGA: I believe that it is not appropriate to speculate on the ruling at this point; however we have confidence in our arguments and are therefore determined to rigorously present our stance in court.

REPORTER: Do you then believe that if Japan continues to communicate its stance, Japan will gain the understanding of the court?

CHIEF CABINET SECRETARY SUGA: We will present our arguments with confidence.
