The Government of Japan has decided, with respect to the introduction of the overall-greatest-value evaluation methodology to procurements of computer products and services, as outlined herein.

Procurements of Computer Products and Services

In Section II.14 of the "Measures related to Japanese Public Sector Procurements of Computer Products and Services" (the decision of the 17th meeting of the Committee for Drawing Up and Promoting the Action Program on 20 January 1992), it was stipulated that the particular tendering procedures will be chosen by the respective procuring entities. In accordance with the "Outline of External Economic Reform Measures," which was decided by the Cabinet on 29 March 1994, application of the overall-greatest-value evaluation method will be introduced for the following procurements of computers:

procurements of products or services with a value greater than 800,000 SDRs, in which a Notice of Procurement will be published after July 1, 1995.
