Improvement of Systems to Utilize the Kyoto Mechanism



Global Warming Prevention Headquarters' decision
July 19, 2002


On the base of the Outline of Global Warming Prevention decided on March 19, 2002, the improvement of systems were decided in the purpose of making best use of the Kyoto Mechanism as follows:
  1. Approval of Joint Implementation (JI) and Clean Development Mechanism (CDM) projects carried out on behalf of Japan, as a member of the Kyoto Protocol (hereinafter referred to as "Project Approval"), and decision on procedures and other requirements related to the Project Approval, shall be made by the Liaison Committee to utilize the Kyoto Mechanism (hereinafter referred to as the "Liaison Committee") established under the Steering Committee of the Global Warming Prevention Headquarters (Japan) (hereinafter referred to as the "Steering Committee").

  2. In the purpose of promoting the project implementation of JI and CDM, the Liaison Committee will be comprised of officials at the rank of Heads of Office of the Ministries and Agencies which are deeply related to the projects. The Ministries and Agencies comprising the Liaison Committee shall be selected individually by the Steering Committee. According to need, the composition of the Ministries and Agencies of the Liaison Committee may be rearranged. The Cabinet Secretariat shall conduct the general affairs of the Liaison Committee with the cooperation of the Ministry of the Environment (MOE) and the Ministry of Economy, Trade and Industry (METI).

  3. The Steering Committee shall decide on necessary items related to the report concerning Project Approvals to the Global Warming Prevention Headquarters and items related to operation conducted by the Liaison Committee.

  4. MOE and METI shall jointly operate the National Registry and manage the system as an administrator of the National Registry. Both Ministries shall also report on the contents of the National Registry to the Liaison Committee.
