Chapter II Traffic Safety Policy Council, etc.
(Establishment of the Central Traffic Safety Policy Council and Work Administered)
Article 14
The Central Traffic Safety Policy Council shall be established inside the Cabinet Office.
2.The Central Traffic Safety Policy Council shall administer the work stipulated in the following Items:
i.Create the Fundamental Traffic Safety Program and promote its implementation,
ii.In addition to the preceding Item, the Central Traffic Safety Policy Council shall discuss the planning of important comprehensive measures concerning traffic safety issues and promote the implementation of such measures.

Article 15
The Central Traffic Safety Policy Council shall be comprised of a Chair and members.
2.The Prime Minister shall be assigned to the position of Chair.
3.Members shall be those appointed by the Prime Minister from the Chief Cabinet Secretary, heads of the designated administrative agencies and the Ministers of State for Special Missions as provided for in Paragraph 1 of Article 9 of the Cabinet Office Establishment Law.
4.Experts may join the Central Traffic Safety Policy Council as members when necessary for the examination of items requiring specialized knowledge.
5.The administrative affairs of the Central Traffic Safety Policy Council shall be colligated and handled by the Cabinet Office. Items concerning maritime traffic safety and air traffic safety, however, shall be handled jointly by the Cabinet Office and the Ministry of Land, Infrastructure and Transport.
6.Necessary matters concerning the organization and operation of the Central Traffic Safety Policy Council other than those stipulated in the preceding Paragraphs shall be determined by cabinet order.
