While ministerial councils, committees, etc. were abolished in accordance with "Abolishment of Ministerial Councils and Ministerial Committees" (Cabinet Decision, August 13, 1993), the following ministerial councils were deemed necessary and shall thus be convened hereafter as stated in the Annex.

VIII. Council of Overseas Economic Cooperation-Related Ministers
1.The Council of Overseas Economic Cooperation-Related Ministers (hereinafter referred to as "the Council") shall be convened whenever necessary in order to secure close communication among the administrative agencies concerned with the implementation of economic cooperation and promote the policies in an effective and comprehensive manner through exchange of opinions on basic policies on economic cooperation.
2.The members of the Council are the Minister of State for Economic and Fiscal Policy, Minister of Internal Affairs and Communications, Minister for Foreign Affairs, Minister of Finance, Minister of Education, Culture, Sports, Science and Technology, Minister of Health, Labour and Welfare, Minister of Agriculture, Forestry and Fisheries, Minister of Economy, Trade and Industry, Minister of Land, Infrastructure and Transport, Minister of the Environment and the Chief Cabinet Secretary. Ministers of ministries and heads of agencies other than the members may, however, attend Council meetings where necessary to express their opinions.
The Council may request the attendance of concerned parties where necessary.
3.The Chief Cabinet Secretary shall preside over the Council.
4.The Chief Cabinet Secretary may convene meetings with some members of the Council where necessary.
5.A Secretary shall be appointed within the Council.
The Secretary shall be a civil servant of one of the administrative agencies concerned and holding an appointment designated by the Chief Cabinet Secretary.
6.The administrative affairs of the Council shall be handled by the Cabinet Secretariat with assistance from the Cabinet Office and cooperation of the administrative agencies concerned.
7.Necessary matters concerning the operation of the Council other than those stipulated in the preceding Paragraphs shall be determined by the Chief Cabinet Secretary.
