Prime Minister Yoshihiko Noda attended the establishment of the new child-rearing support system and the gathering of the relevant parties thereof, held at the Prime Minister's Office.

The Prime Minister said in his opening address,

"The people who gathered today had been exercising wisdom in various ways and working hard in coordination, with a wish for the sound growth of the children who will take on the future, in consideration for the challenges of mothers and fathers who are struggling with child-rearing every day.
I would like to express my sincere gratitude to all the people who put their efforts into the establishment of the act.
The comprehensive reform is anything but a movement to put tax increases first, unlike what has become the 'talk of the town'. It is far from it. The strongest proof is the three acts on child-rearing support.

I am willing to put my utmost effort in securing the financial resources of about 1 trillion yen, including the 700 billion yen of stable revenue sources we have secured.
Needless to say, it is important to offer easy-to-understand explanations so that people can realize that social security also exists for young people. In addition, I believe it is also important to make a detailed design for improving the usability of the system. We would like to implement efforts from now on based on these points.
Someday Japan will be referred to as the country most friendly to children and child-rearing in the world. The act that was established the other day will be the historic beginning for realizing such a future. With such wishes, I would like to close my opening address."
