Prime Minister Yoshihiko Noda attended the plenary session of the House of Councillors.

During the session, an explanation was provided by Mr. Yosuke Tsuruho, Chairman of the Standing Committee on Rules and Administration, on the resolution to protest against North Korea's announcement to launch a satellite and strongly urge North Korea to exercise self-restraint, which was unanimously approved. Following this, the Prime Minister delivered an address on the resolution.
