Prime Minister Yoshihiko Noda attended the plenary session of the House of Councillors.

During the session, the purpose of the bill to amend a portion of the Act on Special Accounts and related bills was explained by Mr. Jun Azumi, Minister of Finance; the purpose of the Local Allocation Tax Act, the bill to amend a portion of the Act on Grants Distributed to Municipalities Where National Assets, etc. are Located, and related bills was explained by Mr. Tatsuo Kawabata, Minister for Internal Affairs and Communications; and the Prime Minister answered questions from each party and faction.
