Prime Minister Yoshihiko Noda held the first meeting of the Headquarters for Administrative Reform Implementation at the Diet building.

Discussion took place on the Basic Policy on the Reform of the Special Account System, review of the system and organization of independent administrative agencies, and other matters.

The Prime Minister said in his opening address, "Administrative reform is, together with the comprehensive reform of social security and taxation systems, a Government priority that must be executed comprehensively. I would like to pursue administrative reform with an unwavering resolve based on the opinions of the people.
A variety of measures have been taken so far, beginning with the reform of independent administrative agencies and the reform of the special account system. The decision to establish this Headquarters for Administrative Reform Implementation was made in order to ensure that the Government works together to further promote reforms holistically and aggressively.
With Deputy Prime Minister Okada taking the lead, whom I asked in the last Cabinet reshuffle to take on the new post of Minister for Administrative Reform, and with all ministers participating, I hope to make this a forum for holding comprehensive discussions on the issues surrounding the administrative reforms which the Government as a whole must undertake, as well as for steadily implementing these reforms. I look forward to the active engagement of all ministers."
