Prime Minister Mori visited the Saitama Prefecture on 25 December 2000 and observed the construction site of the Saitama Stadium 2002, which is designed for Association football games, and the Saitama New Urban Center.
With a total area of 47.4 hectares, the Saitama New Urban Center extends over Urawa, Omiya, and Yono cities. Since February 2000 local branch offices of various ministries and agencies of the central government have moved to the New Urban Center, of which the opening ceremony was held on 5 May 2000.
