A Japan-Jordan summit meeting was held prior to the plenary meeting of the G8 Summit. At the meeting, Prime Minister Junichiro Koizumi expressed his appreciation to His Majesty King Abdullah II Bin Al-Hussein of the Hashemite Kingdom of Jordan for the role played by the Government of Jordan in resolving the hostage incidents in Iraq. In addition, they agreed to enhance their cooperative relations for the reconstruction of Iraq and for the realization of the new Palestinian peace plan (the Roadmap).

In the morning session of the G8 Summit, the topics of discussion included the issues of economy and trade, and poverty reduction. Further, the leaders agreed on finalizing a framework for a comprehensive negotiation of the World Trade Organization (WTO) in the area of agriculture by July 2004 and on poverty measures including reduction of the transaction cost when workers abroad transfer money to their homeland. As such, the leaders adopted the "G8 Leaders' Statement on Trade."

During the afternoon session, the leaders compiled the "Partnership for Progress and a Common Future with the Region of the Broader Middle East and North Africa," a concrete action plan on assistance for the Middle East region. The leaders also discussed security issues and announced the "G8 Action Plan on Nonproliferation" and, as a counterterrorism measure, the "G8 Secure and Facilitated International Travel Initiative."

In the evening, Prime Minister Koizumi held a meeting with Mr. Vladimir Putin, the President of the Russian Federation, and there agreed that President Putin would visit Japan in 2005 as the year marks the 150th anniversary of the signing of the Treaty of Commerce, Navigation and Delimitation between Japan and Russia. The two leaders also confirmed to accelerate the negotiation process for the conclusion of a peace treaty through resolution of the territorial issue.
