The Thirteenth Meeting of the Council on Economic and Fiscal Policy (CEFP) was held at the Prime Minister's Official Residence.

At the meeting, the "Basic Policies for Economic and Fiscal Management and Structural Reform 2004" was decided upon.

The "Basic Policies 2004" points out that bright signs are being brought about, including reduction in the outstanding amount of non-performing loans, decreasing unemployment rate and of recovery in the economy led by private-sector demand, through steady implementation of the "Basic Policies 2003" and other policies that have been formulated. The "Basic Policies 2004" also positions the period between FY2005 and FY2006 as the "Period for Intensified Efforts," describing the Government's intention to implement a comprehensive reform, including the privatization of postal services, reform package of three issues, regulatory reform, security measures and ensuring safety of the people, and the social security system, with priority placed on new foundation for growth.

The "Basic Policies 2004" was decided at the Cabinet Meeting on June 4, 2004 and Prime Minister Junichiro Koizumi released a statement.
