A meeting of Related Ministers for Global Environmental Conservation and the Global Warming Prevention Headquarters was held at the Prime Minister's Official Residence.

At this meeting, a report on the progress of the Guideline for Measures to Prevent Global Warming was compiled. The Guideline for Measures to Prevent Global Warming states that a review will be conducted every year on the status of progress of concrete measures to steadily put into practice the Kyoto Protocol (which sets down targets for reducing emissions of greenhouse gases by developed countries and Parties putting on a path to a market economy), which was adopted at the Third Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP3) held in Kyoto in 1997.

This report states that Japan's total volume of emissions of greenhouse gases in FY2002 was approximately 1.3 billion tons, or 2.2% higher than the previous fiscal year, and is 7.6% greater than the total volume of emissions in the base year (1990 in principle) established by the stipulation of the Kyoto Protocol.

Given the results of the review, the Government of Japan intends in the future to hold considerations and implement additional measures that are necessary for achieving the targets.
