Prime Minister Junichiro Koizumi visited Hokkaido and observed the local industries such as dairy farming and the food industry. Prime Minister Koizumi then encouraged the Japan Ground Self-Defense Force (JGSDF) unit leaving for Iraq to provide humanitarian and reconstruction assistance.

Prime Minister Koizumi first observed dairy farming in Hayakita town, Hokkaido. The ranch leads the dairy farming in Hokkaido as an advanced model management pasture in introducing cutting-edge technologies such as fertilized egg transplantation as a pioneer in the local area.

Next, Prime Minister Koizumi visited Otaru City and observed the factory that manufactures "frozen sushi" through its own refrigeration technology. Prime Minister Koizumi then took a walk along the Otaru Canal, a popular tourist site and shared his enthusiasm for the realization of Japan as a nation built on tourism by saying, "The government intends to double the number of tourists from abroad."

Prime Minister Koizumi then visited Sapporo City and observed the Hokkaido Center of Collaboration among Government, Industries and Academia (Collabo Hokkaido). This center conducts research on the development of medical drugs and food products with the use of fat in rice bran. Prime Minister Koizumi also observed a housing construction company in Kuriyama Town, which introduces integrated system of production from housing construction to housing furnishings and fixtures and engages in building houses with high resistance against snow and cold weather by utilizing lumber from the local area.

Prime Minister Koizumi then visited Chitose Air Base of the Air Self-Defense Force (ASDF) in Chitose City. Prime Minister Koizumi delivered an address to the second unit of ground defense force to be dispatched to Iraq that day to engage in humanitarian and reconstruction assistance by saying, "I hope that all of you, who have endured intense training, will fully utilize your skills and commendably fulfill your duty. I am hoping for your safe return." Prime Minister Koizumi then shook hands with each of the members, and offered encouragement to them.
