The Second Meeting of the Headquarters for Promotion of the Cultivation of Youth Tuesday, December 9, 2003 The second meeting of the Headquarters for Promotion of the Cultivation of Youth was held at the Prime Minister's Official Residence. The Headquarters for Promotion of the Cultivation of Youth was established inside the Cabinet for the purpose of comprehensively and effectively advancing measures for the cultivation of youth who will lead the next generation. At the meeting, decision was made on the "Guidelines for Measures on the Cultivation of Youth" that indicates the basic principles and the directions of a mid- to long-term vision of about five years for cultivating youth. The "Guidelines" presents three basic principles, including assistance for youths to become socially independent individuals in the future. It has also established four prioritized issues that must be specifically dealt with, such as support for social independence in consideration to the current situation where delay in social independence of youth increases and social inadaptability prevails. Furthermore, the "Guidelines" illustrates basic directions on the measures appropriate for each age group and measures to develop an environment which support social independence.
