The 27th Meeting of the Council on Economic and Fiscal Policy was held at the Prime Minister's Official Residence.

At the meeting, the "Guidelines for Formulation of the FY2004 Budget" was reported to Prime Minister Junichiro Koizumi. The report includes the basic concept for the FY 2004 budget to eliminate wasteful expenditures, streamline the FY2004 Budget so as to substantially reduce the general account expenditure and general expenditures below the FY2003 level, and streamline and rationalize the expenditures for the special account.

Furthermore, the report also seeks for a drastic qualitative improvement in its expenditures through prioritized and efficient budgetary allocation in areas for the realization of a vibrant society and economy, such as "progress and utilization of human resource -education and culture, science and technology, and information technology (IT)," "attractive urban areas and local areas with their own ideas and characteristics," "measures to build a fair and secure aging society addressing the aging society and declining birthrate," and "creating an environment-friendly society and economy to deal with global environmental problem."

The Guideline went through Cabinet decision at an extraordinary Cabinet meeting that followed. In his statement in response to the Cabinet decision, Prime Minister Koizumi expressed his determination saying, "I would like the Cabinet to work as one to formulate a FY2004 Budget that suits the 'Budget for Reform Resolution' to realize the bright future of Japan by exerting its latent potential and possibility."
