The First Meeting of the year 2002 of the Council on Economic and Fiscal Policy (CEFP) Friday, January 18, 2002 The first meeting of the year 2002 of the Council on Economic and Fiscal Policy was held at the Prime Minister's Official Residence. At the meeting, Structural Reform and the Medium-Term Economic and Fiscal Outlook was adopted as the economic management policy for the coming five years, and was handed over to Prime Minister Junichiro Koizumi. The Medium-Term Outlook provides goals and measures in order to realize steady private sector led growth by FY2006. In particular, FY2002 and FY2003 are designated as a period of intensive adjustment during which goals are set toward preventing deflation and promoting the disposal of non-performing loans, advancing structural reforms with a view to expanding private sector demand and employment, as well as preventing the occurrence of any deflationary spiral.
