At the meeting the Basic Plan regarding Response Measures Based on the Anti-Terrorism Special Measures Law was decided. This Basic Plan was decided at the following extraordinary Cabinet meeting as well.

The Basic Plan includes the articles necessary for implementation of cooperation and support activities such as supply and transportation, search and rescue activities and assistance to the affected people, in support of activities of foreign countries aiming to achieve the purposes of the charter of the United Nations in response to the terrorist attacks which took place on September 11, 2001 in the United States of America.

Prime Minister Junichiro Koizumi stated, "It is important that we steadily implement this Basic Plan from now on. On the other hand, the eradication of terrorism will be not easily accomplished. Together with implementation of the Basic Plan, it is necessary for us to advance a variety of comprehensive measures towards this aim, including in diplomatic and economic areas." In addition, the Prime Minister directed the Cabinet members to further cooperate in bringing the government together as one in building a resolute attitude against terrorism, in order to be able to make a contribution to peace and safety in the international community.
