Prime Minister Junichiro Koizumi attended the Asia-Pacific Economic Cooperation (APEC) forum in Shanghai, the People's Republic of China.
At the meeting, in addition to economic issues, the leaders discussed the countermeasures against the terrorist attacks in the United States. After the meeting, they announced the "APEC Economic Leaders' Declaration" and the "APEC Leaders' Statement on Counter- terrorism".

Following the Leaders' Meeting, Prime Minister Koizumi had meetings with President Vladimir Putin of the Russian Federation and President Jiang Zemin of China, and also exchanged views with President Alejandro Toledo of the Republic of Peru.

In the Japan-Russia Summit Meeting, in relation to the issues of Japan's Northern Territories the leaders agreed to hold negotiations on the issue of attribution of the Kunashiri and Etorofu islands in parallel with the return of the Shikotan and Habomai islands, based upon the Irkutsk Statement issued in March of this year. Furthermore they talked about the issue of saury fishing by a third nation in the area of the Northern territories.

In the Japan-China Summit Meeting, the leaders reconfirmed importance of promoting friendly bilateral relations between the two countries. Prime Minister Koizumi explained the Anti-Terrorism Special Measures Bill and asked for President Jiang's understanding. He also explained the Japanese Government's policy that led to a reduction in Official Development Assistance (ODA) to China.

At the press conference before dinner, Prime Minister Koizumi stressed the importance of the adoption of the "APEC Leaders' Statement on Counter-terrorism" and stated, "Japan will take its own initiative to restore peace and rebuild Afghanistan after the Taliban's collapse, while observing the actions of surrounding countries and the United Nations."
