Prime Minister Naoto Kan attended the plenary session of the House of Councillors.

During the session, Mr. Banri Kaieda, Minister of Economy, Trade and Industry, explained the purpose of the bill to establish an organization for supporting the nuclear disaster compensation payments, and the Prime Minister answered questions from each party and faction.
