Prime Minister Naoto Kan held the sixth meeting of the Headquarters of the Government and Ruling Parties for Social Security Reform at the Prime Minister's Office.

Decisions were made on the final draft of the proposal for the comprehensive reform of social security and taxation systems and the guidelines for the social security and taxation identification number system.

Based on the discussion, the Prime Minister said, "Two major decisions were made today at the Headquarters concerning the final draft of the proposal for the comprehensive reform of social security and taxation systems and the guidelines for the social security and taxation identification number system.
Social security indeed comprises the most fundamental part of the nation, and has been sustaining the state and the people. Amidst great changes taking place within the society and in terms of demography and other factors, we must maintain and carry on the functions of social security into the future.
For this, we absolutely cannot avoid a fundamental reform of the system, including the matter of financial resources, in order to firmly support future generations going forward. We are at such a stage right now.
Of course, the process to realize the comprehensive reform of the social security and taxation systems does not end with the decision at the Headquarters; indeed I think that this is really the beginning."
