Prime Minister Naoto Kan held the second Final Draft Preparation Meeting of the Headquarters of the Government and Ruling Parties for Social Security Reform at the Prime Minister's Office.

Based on the discussion, the Prime Minister said, "Today, especially, I believe the discussions were focused on the roles of the national and regional governments. The issue of social security services is one that is largely carried out by local governments.
At the same time, I said that the national government ultimately shares the same vision with the local governments that we must ensure that social security as a whole is sustainable for the benefit of the people and for the benefit of the residents.
Although I am indeed asking you to do something that is truly history-making, I sincerely ask that further efforts are made in order to have a final draft ready on June 20 as planned."
