Prime Minister Naoto Kan attended the fourth meeting of the Review Meeting on Economic Situations held at the Prime Minister's Office.

Discussion took place on the draft outline of the general guidelines for policy implementation presented by Mr. Kaoru Yosano, Minister of State for Economic and Fiscal Policy, and Mr. Koichiro Gemba, Minister for National Policy, which the Prime Minister had instructed to be formulated during the third meeting.

Based on the discussion, the Prime Minister said, "Today, discussion took place on the general policy toward a new start for Japan, taking previous policies into consideration. I also received suggestions for issues which had been tackled since before the earthquake, but which require fundamental and overarching reexamination in response to the recent disaster.
I would like to discuss the general guidelines at the gathering of ministers, and on other occasions, immediately after the consecutive national holidays, and ultimately to have it approved by the Cabinet. I believe that it really has to be a new start in the sense that we are starting from zero rather than restarting; unlike what we have done up until now, we must revive Japan under new circumstances."
