Prime Minister Naoto Kan held the 6th meeting of the Headquarters to Promote Civil Service Reform at the Diet building.

Discussion took place on the overall vision of reforms to be carried out under the Basic Act on Reform of National Public Officers' Systems, among other stipulations. The vision was subsequently approved by the Headquarters.

In his address, the Prime Minister said, "The deliberation on public officers' systems has been carried out since the time before the earthquake. Through the deliberation, a call has emerged requesting that work be advanced in an appropriate manner. It is against this backdrop that a decision has just been made to start drafting bills to reform public officers' systems, just as Mr. Kansei Nakano, Minister for Civil Service Reform, reported earlier.

Public officers have been devoting themselves to activities in response to the earthquake. I would like to ensure that public officers' systems will enable the provision of administrative service that meets the people's needs and, at the same time, allow public officers to engage in work with a sense of fulfillment. I want this to be the first step."
