Prime Minister Naoto Kan attended plenary sessions of the House of Representatives and the House of Councillors.

The comprehensive FY2011 budget was rejected by the House of Councillors during its plenary session. Due to the differing decisions between the House of Representatives and the House of Councillors, a joint committee of both Houses was convened. However, no agreement was reached at the joint committee. The second paragraph of Article 60 of the Constitution stipulates that the decision of the House of Representatives takes precedence. Accordingly, the Speaker of the House of Representatives declared during its plenary session that the decision of the House of Representatives shall be the decision of the Diet, thereby passing the comprehensive FY2011 budget.
