Prime Minister Naoto Kan attended the plenary session of the House of Representatives.

During the session, Mr. Ritsuo Hosokawa, Minister of Health, Labour and Welfare, explained the purpose of the child allowance bill (the Act on the Provision of Child Allowance and Related Matters in FY2011), and the Prime Minister answered questions on the bill from each party and faction.
