Prime Minister Naoto Kan held the third meeting of the Council on the Promotion of "New Public Commons" at the Prime Minister's Office.

Discussion took place on the activities to be carried out going forward.

The Prime Minister said in his opening address, "Right now, two or three things have been going on within the Cabinet on specific issues. One is the issue of taxation, which has been a pending matter of major importance since the time of the Hatoyama Administration. Currently, discussion is in progress within the Tax Commission and other frameworks on a tax reduction of 50% for donations. I hear that various discussions are also taking place on the criteria for NPOs to fulfill, in order to benefit from such a reduction and other favorable treatment, as well as on provisional authorization and other matters.
In this sense, today can be considered a milestone for this discussion. After undergoing this one step, the idea and practice of 'new public commons' should be advanced further, to which end I would like both the Cabinet and the Government to work hard."
