Prime Minister Naoto Kan held the seventh meeting of the Local Sovereignty Strategy Council at the Prime Minister's Office.

The Prime Minister said in his opening address, "I have visited various regions of Japan and directly heard local people's opinions, in which I strongly felt their expectation for local sovereignty reforms. In order to meet this expectation, I will continue considering these reforms as the top priority of the current administration, and proceed on with the creation of a new country.
From now on, each of the task-specific efforts will be intensified, in accordance with the process decided in the Local Sovereignty Strategy Guidelines. I would like to hold thorough discussions at the Local Sovereignty Strategy Council, which I chair, and realize reforms."
