Prime Minister Naoto Kan held the second meeting of the Headquarters to Promote Reform of the System for Persons with Disabilities at the Prime Minister's Office.

At the meeting, the Basic Direction for Promoting Reform of the System for Persons with Disabilities (1st Round Proposal) was handed to the Prime Minister by Mr. Eiichi Ogawa, Chair of the Council.

The Prime Minister said in his address, "Realization of a society that includes each and every individual and does not exclude anyone from the network of mutual support is a theme that former Prime Minister Hatoyama cherished to a great extent together with the new public commons and other concepts. It has also been my conviction that realizing this kind of society is extremely important. I would like to respect your recommendations in the 1st Round Proposal as much as possible when making a decision for the government's policy."
