Prime Minister Naoto Kan held the sixth meeting of the Local Sovereignty Strategy Council at the Prime Minister's Office.

At the start of the meeting, Prime Minister Kan said in his address, "The idea of the sovereignty of the citizens is the foundation of my political thinking. I have also been saying that we need to take the opposite approach to restructuring as was taken during the Meiji Restoration. Back then, the relatively decentralized structure of the shogunate rule was forced to change to a centralized Meiji Government. To change that now back to a decentralized nation is my understanding of local sovereignty."
