Prime Minister Yasuo Fukuda held the 20th meeting of the Council on Economic and Fiscal Policy at the Prime Minister's Office.

At the meeting, each member of the Council proposed a stance toward and points of consideration for the Guidelines for FY2009 Budget Requests, and regional fiscal measures, among others, and the Council held discussions on various matters including the agenda for their future deliberations.

Prime Minister Fukuda said, "The Minister of Finance has come up with a framework to maintain the balance between efforts to restore fiscal health and those to address important issues. As we go thoroughly into the FY2009 budget formulation, I would like each one of you to work to address issues facing the Japanese economy by promptly implementing policies outlined in the Basic Policies 2008. In so doing, we must utilize a framework for addressing important issues -- one that is far wider than ever -- to resolve issues of real urgency. The financial resources necessary to that end will be raised by conducting a zero-based review of the budgets to date, including policy stocktaking and efforts to achieve "zero waste." In all cases, we will boldly formulate a FY2009 budget from the people's viewpoint that is clearly modulated for priorities."
