Prime Minister Yasuo Fukuda attended the ceremony held in Tokyo inaugurating the joint training for new civil servants, who will become the core personnel in administrative management in the future, and delivered an address to them.

In his address, Prime Minister Fukuda appealed to the new civil servants that, "I would like you all to embark on your careers with the awareness that you are the ones who will take charge of the civil service from completely new perspectives, and with an ambition to serve each and every one of the people and to provide even better civil service in the people's best interest. While holding this spirit high, I would like each one of you to fulfill your roles as a member of your respective organizations."

Regarding environmental issues, the Prime Minister said, "The great challenge that lies in front of us is to find ways to overcome the issues. Environmental issues are not something that we can resolve in a year or so. It may be the case that we need ten years to develop new technologies. We also need individual effort by each and every one of you."
