Prime Minister Yasuo Fukuda held a meeting of the Global Warming Prevention Headquarters at the Diet building.

At the meeting, the members of the Headquarters compiled a draft revision for the Kyoto Protocol Target Achievement Plan, which sets forth the government's actions to achieve the six-percent reduction of greenhouse gas emissions by 2012. The law concerning the promotion of measures against global warming stipulates that the government compile a target achievement plan upon the entry into force of the Kyoto Protocol, and that a review be made, in 2007, of the goals and measures specified in the target achievement plan, requiring that amendments be made immediately if the review indicates the necessity of such amendments. The Headquarters will solicit opinions from the public concerning the draft revision, make any necessary alternations to the draft, and put it to the Cabinet decision.
